The WIB uses a procurement process to ensure that materials and services are obtained in an effective manner and in compliance with the provisions of applicable Federal statues and executive orders. The WIB seeks to provide a "level playing field" for all potential competitors/bidders or proposers.
Creative Marketing and Media Services Request for Quotes (RFQ)
The Workforce Investment Board (WIB) of Tulare County is pleased to invite you to submit a response to our Creative Marketing and Media Services Request for Quotes (RFQ) to become a Qualified Vendor for the WIB. By becoming a Qualified Vendor, your company will enjoy an expedited selection process for future projects. We welcome submissions from vendors providing a range of creative marketing and media services, including but not limited to photography, videography, web, and graphic design. Responders selected through this RFQ process will form a prequalified list from which the WIB may contract for services as needed during the three-year life of the list.

Quote packages for the prequalified vendor list will be accepted twice a year. The quote deadlines are the
first Friday of May and the first Friday of November.

Updated Youth Services and Adult Services RFP Information as of March 4, 2025
The deadline to submit three completed Reference Contact Forms has been extended to Friday, March 7, at 5:00 p.m.
Failure to submit the completed Reference Contact Form by the stated deadline above will result in a disqualified proposal.
Failure of references to complete or return the Past Performance Questionnaire by the deadline stated in the RFP will result in a disqualified proposal.
This update applies to both the WIOA Title I Youth Services Procurement No. 25-01 and the WIOA Title I Adult and Dislocated Worker Procurement No. 25.02.
WIOA Title I Youth Services for Tulare County - Procurement No. 25-01
The Workforce Investment Board of Tulare County (WIB) seeks innovative youth-centered organizations to deliver Workforce Innovation and Opportunity Act (WIOA) Youth Services for Out-of-School Youth (OSY) ages 18-24 and In-School Youth (ISY) ages 16-21 in Tulare County.​

The purpose of this request is to procure qualified Subrecipient(s) to enter into a one-year contract beginning July 1, 2025, through June 30, 2026, for the delivery of WIOA services in Tulare County. The WIB has the option to extend the contract(s) for three additional, one-year periods based on demonstrated program performance and availability of funds.

​Respondents are invited to submit a proposal in accordance with the instructions in this RFP. The Request for Proposal and Attachments are available by clicking the links below. The RFP is available starting 2/19/2025 and closes 3/19/2025.

​The Workforce Investment Board of Tulare County (WIB) is issuing this Request for Proposal (RFP) to interested applicants with experience or related capacity to deliver Workforce Innovation and Opportunities Act (WIOA) Title I Adult and Dislocated Worker (DW) Basic and Individualized Career Services in Tulare County.
The purpose of this request is to procure qualified Subrecipient(s) to enter into a one-year contract beginning July 1, 2025, through June 30, 2026, for the delivery of WIOA services in Tulare County through the Employment Connection (EC) Comprehensive Centers in Visalia and Porterville, Affiliate Centers in Tulare and Dinuba, and rural community locations. The WIB has the option to extend the contract(s) for three additional, one-year periods based on demonstrated program performance and availability of funds.
